IMPA PhD student wins the 2019 National Treasury Award.

Leandro Lyra, a doctoral student at IMPA, is the winner of the 2019 National Treasury Award for his applied chapter "Pension Balance of Subnational Entities" from his thesis, which is being supervised by Professor Aloisio Araújo. The work discusses pension systems, developing a methodology for financial-actuarial analyses, with a special focus on the peculiarities of the systems maintained by subnational entities.

“The award is recognition of the work done by IMPA and Professor Aloísio Araújo. From the beginning, we sought to contribute to the pension discussions taking place at the local and national levels, and, at a time when Congress is discussing the extension of the Pension Reform to states and municipalities, there could be no better news than first place with a work that addresses subnational pension imbalances and the essential nature of reforms,” said Leandro.

In addition to projecting the evolution of the pension systems of the State and Municipality of Rio de Janeiro, Leandro's work presents techniques for incorporating changes in life expectancy, alterations in the composition of the insured population, and risk measures into the analyses. It also highlights the need to adopt a Pension Fund capable of covering the financial fluctuations inherent in the system and the application of a methodology for managing the entire body of public employees.

In its 24th edition, the National Treasury Award seeks to stimulate research in the area of public finance, recognizing works of technical quality and applicability in public administration. Individual and collective works from candidates of any nationality and academic background (undergraduate or postgraduate) were eligible to compete for the award. The STN awarded R $ 20,000 to the first place winner, R $ 10,000 to the second place winner, and R $ 5,000 to the third place winner. The award is promoted by the National Treasury Secretariat (STN) in partnership with the National School of Public Administration (Enap) and sponsored by the Getúlio Vargas Foundation (FGV).
